  1. PHYSICAL AND SOCIAL DISTANCING

What will be done to implement physical distancing guidelines?

 

Blayney Equestrian Centre utilising multiple, divided spaces may have up to 300 people, with up to 100 people in each space.

 

Central Tablelands Working Equitation will not exceed 100 participants at any one event.

RISK ASSESSMENT

  • Risk assessment of all areas where event will be conducted prior to any activity / event to enable effective planning of event, calculate maximum occupancy to meet physical distancing requirements (e.g. float area, yards, arena, use of obstacles, building and facilities)

COMMUNICATION

  • Communication will be sent via email to club members, participants and any volunteers of 2sqm physical distancing requirements.
  • Briefings of Covid-19 precautions including the highlighting of physical distancing requirements will be held at commencement of activities / events with all club members, participants and any volunteers.
  • Signage of 2sqm requirements will be posted at key potential risk areas (e.g. yards, building verandah, venue entrance and water taps).
  • All documentation (entries, insurance waivers, payments, etc.) will be completed digitally and emailed to prior to the event
  • Coaches / instructors are to reiterate social distancing protocols prior to the commencement of training.

SUPERVISION

  • Event Risk Officer and CTWEQ organisers will supervise activity / event and compliance to physical distancing requirements
  • The set up and pack down of equipment will be closely supervised by event Risk Officer / CTWEQ organisers to ensure physical distancing is maintained.

 

RISK CONTROLS

  • Spectators should be discourage unless required (i.e. a parent or a carer and).
  • No canteen facilities.
  • Shower and change room facilities will not be available / permitted.
  • Access to Blayney building facilities will be restricted to CTWEQ organisers and helpers only. Physical distancing rule of 2m2 will apply. Other people will be discouraged from coming inside the building.
  • Communal stabling and yards are to be avoided with participants encouraged to tie up to floats or use their own float yards. Where for safety reasons this is not possible, the rider must notify the CTWEQ organiser at least 48hrs prior to the activity / event so that arrangements for a yard can be effectively planned. In this instance, yards will be minimum of one stable/yard widths between each participant. Where a rider has more than one horse, these can be stabled next to one another with the one stable/yard width observed beyond this. Cleaning of the yards will be the responsibility of the rider (refer to section 2 Hygiene)
  • A minimum distance of 5m between floats / yards will be directed by CTWEQ and maintained.
  • The use of obstacles will be reduced and usage based on assessment of risk.
  • The spaces between groups will ensure that suitable distancing to prevent contact between training participants is maintained.
  • Events will be staged to reduce risk of contact
  • The unlocking and relocking of the Blayney facility will be undertaken by CTWEQ organisers.

 

  1. HYGEINE

How will you ensure required hygiene standards are maintained?

 

RISK ASSESSMENT

  • A risk assessment will be conducted to identify and minimise areas of potential risk related to hygiene / contamination.
  • A checklist of all hygiene and cleaning equipment requirements will completed as part of CTWEQ activity / event preparation and organisation.

 

 

COMMUNICATION

  • Communication will be sent via email to club members, participants and any volunteers of hygiene requirements including: regular handwashing / use of hand sanitiser, cleaning of equipment and surfaces
  • Signage on hand washing / sanitising  will be placed at key areas around the building, yards and grounds (e.g. verandah, toilets, yards)
  • Briefings of Covid-19 precautions highlighting hygiene protocols will be held at commencement of all events with all club members, participants and any volunteers. Information will include the need to thoroughly clean areas before and after entry / exit.
  • Coaches will be instructed to reiterate hygiene protocols prior to the commencement of training.

SUPERVISION

  • Event Risk Officer and CTWEQ organisers will supervise activity and hygiene compliance
  • The set up and pack down of equipment will be closely supervised by event Risk Officer and CTWEQ organisers to ensure regular cleaning is maintained.

 

RISK CONTROLS

  • CTWEQ will provide and have available hand sanitiser, disposable gloves, detergent, disposable wipes, disinfectant and other cleaning equipment.
  • Hand sanitiser stations will be implemented at key risk areas (i.e. kitchen, building verandah, entrance to venue and arena, water taps, yards, instructor base area, float area, outside and inside toilets and other areas identified at the event as being of risk).
  • Soap and paper towel will be available in the toilets
  • Common use areas will be cleaned regularly e.g. toilets, flat surfaces, handles, rails, yards using recommended disinfectant, detergent, alcohol wipes etc.
  • All equipment will be cleaned between participant use using recommended disinfectant, detergent, alcohol wipes etc.
  • Measures will be taken to reduce contact / contamination i.e. – wearing gloves for equipment setup and set down.
  • Shower and change room facilities will not be available /permitted.

 

  1. STAFF TRAINING AND EDUCATION

How will you ensure all members and visitors know how to keep themselves and others safe from exposure to COVID-19?

  • Risk Officer to support education requirements.
  • All CTWEQ committee members and volunteers are required to confirm that they have read and understood the CTWEQ Covid-19 Safety Plan, Equestrian NSW Covid -19 Protocols and Government guidelines. Confirmation is to be documented in meeting minutes.
  • Covid-19 risk will form an agenda item of the CTWEQ committee to ensure discussion is conducted on the latest safety information.
  • A ‘toolbox meeting’ and ‘participant briefing’ will be conducted prior to each event to ensure that safety requirements are understood.
  • Any training needs identified for the purposes of maintaining physical distancing, hygiene protocols and safety communication for the wellbeing of the CTWEQ committee and club members will be addressed by the Risk Officer.
  • Regular communication will be provided to club members, participants and volunteers at events regarding restrictions, policies and procedure via notices and emails.

 

 

 

  1. RESPONSE PLANNING

How will you respond to an exposure or suspected exposure to COVID-19 within your premises?

  • Attendance records will be strictly kept for every person attending an CTWEQ activity / event (including spectators). This is to assist in the tracking / tracing of any COVID-19 outbreak.
  • Should CTWEQ become aware of someone with a case of COVID-19  attending an activity / event, CTWEQ will call the COVID-19 Public Hotline  on 1800 020 080 and follow the advice of health officials.
  • If someone is displaying COVID-like symptoms or shares information (e.g. they have been in close contact with someone that has the virus) that causes CTWEQ to have reasonable concerns about their health and the health of others in at the event, the following measures will be implemented:
  1. Keep others away from the person (in a reasonable manner)

If the person has serious symptoms such as difficulty breathing urgent medical help will be sought.

  1. Seek advice and assess the risks

The CTWEQ Risk Officer is to determine if it is reasonable to suspect the person may have COVID-19, consult with the person regarding concerns and seek government health advice where necessary. Any CTWEQ member or participant who appears unwell will be requested to leave or to isolate away from the group as appropriate. Returning to CTWEQ activity / event will only occur following medical advice.

 

  1. Transport

CTWEQ will ensure the person has safe transport home, to a location they can isolate, or to a medical facility if necessary.

 

  1. Clean and disinfect

CTWEQ will close off the affected areas and not let others use or enter them until they have been cleaned using a WA Health Department approved disinfectant for killing the Covid-19 virus. If appropriate doors and windows will be opened to increase air flow.

 

  1. Assisting public health to identity close contacts

CTWEQ will notify the NSW Health Department by contacting the COVID-19 Public Hotline on 1800 020 080. For the purposes of assisting the NSW Health Department, CTWEQ will consider who the affected person may have had recent close contact with at the activity / event.

 

  1. REVISION

 

The CTWEQ Covid-19 Safety Plan will be reviewed regularly to address changes in Covid-19 risk profile for NSW, including meeting Government and Health Authority and Equestrian Australia directives.
